Steps required
to realize
first "Terra Marina" floating city.

- Present
detailed proposal to appropriate bodies at the United Nations, to
Governments and communities of Governments most affected by or most
concerned about the mounting refugee crises, to appropriate NGOs
and interest groups: to the end that they will support or even take
on such a project themselves.

Register our 40 year old NGO in all countries potentially appropriate
to this project (whether possible future sponsors, participants, or
just flag registrars of foreign ships - such as Panama).
NOTE:
At any time in the early stages of this project, or as soon as a larger,
more appropriate NGO is agreeable to take on the primary responsibility
for this project, we will demote ourselves to a supporting role and
carry on to completion in the strongest supporting capacity possible.
- Once we have good introductions, contact ship owners worldwide to
ask for their retiring vessels, offering where possible a tax-deductable-receipt
in exchange for the donation of vessels. Solicit ships from Governments,
and badger Governments to help us obtain appropriate vessels, including
ocean going dry-docks. |

Move ships to rendezvous points at or near to where they will be tethered,
and there prepare them for long-term use as modules in a floating
city. Work to be done by a combination of professional services, volunteers
and resident refugees. |

When completely refurbished, ships will be detoxified, have had their
hulls reinforced with self-healing marine cement, will be fitted -
within a network of several vessels - to generate energy by sun, wind
and sea movement, will posses waste recycling, desalination, aquaculture,
hydroponics and in-sea plant production capacity, house residential,
educational, light industrial, commercial, medical (including social
workers & psychologists) as well as communal and recreational
facilities. |

Micro economic and regular startup financial and training services
will be provided to encourage the creation of an onboard market economy:
with cooperation, commerce and interdependency as exists in normal
communities. |

As much freedom and self determination as can be afforded will be
offered to refugee residents onboard. Social and advocate assistance
will be provided to help process and advance asylum applications to
countries of their choice. Concomitant with this refugees will be
made to feel welcome to remain as long term residents of the floating
community. It would seem reasonable to invest more by way of training,
micro economic assistance etc. in those who express a desire to remain
as long-term participants in the community. |

In the beginning the project will be managed as an NGO relief project.
As soon as there are residents interested and able to take on a share
of responsibility operation will begin to migrate toward a democratic
system, with representation and leadership available to all who opt
for residence onboard. |
- Assuming the
floating community grows into a permanent fixture, not just a relief
project, its legal status within its geographic environment will
have to be determined by the UN, and protection from rights-violating
neighbors provided by states with a vested or humanitarian interest
in its safety and future.
